The Initial and Updated forecasts are system-owned (you can only recalculate / inspect). Manual forecasts are yours — many allowed, one primary. Budget is a fourth object, not a forecast mode. The ★ is what makes "the Manual forecast replaces the Initial one" visible instead of implicit.
